TheDeville,I am not sure what you know about ip's but with the current standard of IPv4 (xxx.xxx.xxx.xxx) configuration, there are only roughly 4.8 billion combination's of IP addresses available. Given the total World population and the fact that many people have more then 1 IP (ex. 1 for computer, 1 for cell phone, etc...) there are simple not enough addresses to go around. When you change your IP, this IP goes back in to the pot to be reused by someone else.
The IP standards are changing, however, to a hexadecimal standard (IPv6, 2001:0db8:85a3:08d3:1319:8a2e:0370:7334, example provided by Wiki). This will be the new standard within the next 10 years giving gazillions of available combination's. Until then, realistically IP bans are not practical.
